Dear Finlay,Thank you for consulting the conservation team on this application.
The site lies alongside the former Wisbech to Upwell tramway and given the position of the building on historic mapping and the location of both on the RAF 1946 aerial photography as well as the architectural style and details of the existing building, it is likely to of been associated with the tramway. It is most likely that this structure was a storage building. It has however been much altered and all that remains of its previous history, is its scale and form.
The site also lies adjacent to the grade I listed St Clements Church, Outwell and a grade II listed table tomb within the church yard but is not within a conservation area.
Before becoming the Spar, there was a convenience store in this location called Budget Stores. This shop had signage on all three elevations, the front of which was illuminated by a trough light. This scheme has changed all of the signs and added an internally illuminated box sign which at night, illuminated the letters of the shop name.
Although there are some changes to the proposed signs, the amount of illumination has not increased. There is therefore no increased harm to the setting and significance of the grade I listed church or the grade II listed table tomb.
We therefore do not object to the scheme.
